Investor Incentives Package
I.
County Government
The County Government of Kitui has formulated
an enabling policy, legislative and regulatory
framework covering all sectors.
The County Government has developed
infrastructure, especially rural access roads

  • Widening of mobile telephony connectivity
  • Provision of water resources and increasing electricity power lines to all parts of the county
  • Low single business permit
  • Facilitation in land access including preferential land rents and rates
  • Facilitation to investors for required approvals
  • Fast services through the Huduma Centres
  • Collaborative capacity building for required manpower

National Government
The National Government has formulated
investor-friendly policies and regulations through
its investment agencies such as:Kenya Investments Authority (KENVEST):

  • Provides key information on regulatory factors
  • Issuance of the investment certificate that
    facilitates immediate start of business
  • Key information on location factors and business opportunities
  • Sector information and introduction to key sector networks

Kenya Trade Network Agency (KENTRADE):

  • Facilitates cross-border trade
  • Established, manages and implements the
    national electronic single window (Kenya
    Tradenet System) which is a one-stop on-line
    access to investor information for licences,
    permits and visas to facilitate cross-border trade

Ministry of Foreign Affairs and International Trade:

  • Provides information on investment opportunities to potential international investors
  • Links potential international investors to national agencies that facilitate investment in the country

Ministry of Finance:

  • has also formulated investor-friendly fiscal
    mechanisms such as tax incentives, rebates,
    stamp duty, land tax, repatriation of capital and
    profits (capital repatriation and remittances of
    dividends and interests as guaranteed under
    Foreign Investment Protection Act – FIPA – Cap.
    518)
  • Establishment of Special Economic Zones
    and Export Processing Zones that operate
    the Government’s Manufacturing under bond
    (MUB) to encourage manufacturing for export
    by exempting participating entities from import
    duties and Value-Added Tax (VAT) on imported
    plant, machinery, equipment and raw materials
    o Provides protection of intellectual Property Rights
    (IPR) under a rigorous legal framework including
    the Anti-Counterfeit Act, the Industrial Property
    Act, the Trade Marks Act and the Copyright Act
    among others
  • Kenya is a member of the Multilateral
    Investment Guarantee agency (MIGA), the
    Africa Trade Insurance Agency (ATI) and
    the International Centre for Settlement of
    Investment Disputes (ICSID) which arbitrates
    cases between foreign investors and host
    governments
